Almost 10% of all installed luminaires in public accessible buildings do have an emergency function to comply with the rules for safety according to EN-1838. It is common to self-integrate a patch-work of single components into a standard luminaire as an emergency unit. In that case the luminaire does not comply with the common CE anymore, let alone the even stricter safety standards. Who is responsible?
